Goldman's Heat Map For Housing Market Ahead Of Spring Selling Season

Sales of US existing homes last year slumped to their lowest level since 1995. With the Federal Reserve expected to slash interest rates twice (2x 25bps) this year, homebuilders will likely thrive while the secondary market remains subdued.

Goldman's Susan Maklari, Charles Perron-Piche, and others released a note this week highlighting single-family permits as a key real-time indicator of housing supply and demand trends across the broad US market and individual regions.

The analysts provided clients with a heatmap of homebuilders based on single-family permit activity over a 3-month and 12-month period, offering critical insights into future housing supply, builder confidence, and consumer demand.

Here's what they found on a broad level and region by region:

On a trailing 12-month basis, single-family permits rose 8% YOY in December, vs +10% in November and off a 6% decline a year ago. Single-family home values grew 3% YOY nationally according to Zillow, similar to the prior month, with 13 states seeing gains of 5+% vs 12 in November, while 34 rose 0-5%, down from 36 sequentially. Louisiana saw home values contract 1% YOY while Florida and Texas were roughly flat. That said, Nevada and Virginia both rose 5% and California increased 3% while Tennessee, Georgia, Utah, and the Carolinas were all +2%. The lift in permits comes despite the 30-year mortgage rate holding near 7% as the start of the selling season approaches and reflects builders' willingness to use rate buydowns to support closings, at the expense of profitability.

Permits Rise on Rolling 3-Month Basis Despite Underperformance in Florida: Single-family permits for the 3-months ended December rose 2% YOY, compared to a 1% increase in November and off +25% a year ago, and grew 6% vs the comparable pre-pandemic period. There were 16 states that rose more than 10%, down from 17 in November. We note the relative underperformance of Florida as public builders across price points adjust to the rise in for-sale inventory over the last several months and ongoing weakness in key markets such as Tampa coming into the year. In our view, this should help stabilize conditions as these areas are also continuing to recover from the hurricanes last fall.

Southeast Markets Lag on MSA Basis: Permits in the top 50 MSAs decreased 1% YOY for the 3 months ended December, vs -2% in November and off +34% a year ago. On a YOY basis, Stockton, CA (+56%), Salt Lake City, UT (+39%), and Boise, ID (+31%) showed the greatest gains while Myrtle Beach, SC (-45%), Lakeland, FL (-36%), and Tampa, FL (-32%) lagged. On a 2-year stacked basis, growth was led by Provo, UT (+181%), Boise, ID (+160%), and Stockton, CA (+118%). On a 2-year stack, we note 7 of the top 10 MSAs are in the South or West.

In a separate note, Nick Gerli, CEO and Founder of real estate analytics firm Reventure Consulting, wrote on X, "Probably my favorite housing market graph right now. Orange line is inventory levels in Florida & Texas, combined. Blue line is inventory level across entire Northeast US."

The takeaway is that housing markets across the Sun Belt, like Florida, face mounting headwinds, such as elevated inventory, after several boom years during the Covid era of low interest rates. The heatmaps of single-family permits show a real-time pulse of these markets ahead of the spring selling season.

Why Does the NYT Continue To Print Front Page Lies About RFK Jr.?

Any NYT reader looking at the buzzy front page headline below would immediately think that Robert F Kennedy Jr. is a madman.

Can he really be an advocate for repealing the polio vaccine, a disease that has killed and crippled tens of millions of kids?

“Kennedy’s Lawyer Has Asked the F.D.A. to Revoke Approval of the Polio Vaccine”

To the ordinary reader, the headline says pretty clearly that Kennedy asked his lawyer to revoke the polio vaccine. The headline makes the shocking accusation that Kennedy is in favor of banning the polio vaccine. There is no other way of interpreting it.

But it is flagrantly false and a gross distortion of the truth. There is not one polio vaccine; there are six different polio vaccines that are used worldwide. Moreover, Aaron Siri, the lawyer in question, does not represent Kennedy in his petition.

Contrary to the misrepresentations the NYT has been making, Kennedy does not oppose vaccines or want to take away anybody’s vaccine. All seven of his children were vaccinated, including with the polio vaccine, and his grandkids were also vaccinated against polio.

Most importantly, Kennedy has long insisted publicly that he is “all for the polio vaccine.” He has said that the polio vaccine has prevented hundreds of thousands of deaths, a seemingly relevant fact that the Times deliberately omitted from its punchy but reckless news article.

Kennedy does question the long-term of some vaccines and wants further studies about them. When RFK is quoted as saying no vaccines are safe, he is saying no vaccines are “completely” safe – they all have side effects.

The prestigious New England Journal of Medicine supports Kennedy’s positions regarding vaccine safety and has called for more funding for “Post Authorization Vaccine Safety”:

“Progress in vaccine-safety science has understandably been slow.”

“We recommend the National Academy of Medicine conduct an independent and comprehensive review to address these important and complex structure and governance issues. The highest quality research should be funded.”

The NEJM also called for a review of the 1986 Act of Congress, which holds that pharmaceutical companies cannot be held liable for adverse reactions to vaccines and cannot be sued.

The main reason Kennedy is a vaccine skeptic is that the widely accepted reality that the Food and Drug Administration and the Centers for Disease Control are hugely influenced by Big Pharma. A nefarious revolving door allows executives to ping-pong back and forth between the regulatory bodies that approve vaccines and the drug companies that profit from them. Nine of the last ten FDA chiefs moved on to well-paid jobs with Big Pharma. This corporate capture inevitably leads to a conflict of interest, a corrupt dynamic not permitted in other countries.

Moreover, Big Pharma receives billions of dollars from the government to prepare the drug studies it submits and which the FDA relies on for licensing new drugs. Today, nearly 45% of the FDA’s $5.9 billion budget comes from the user fees companies pay when they apply for drug approval. These industry-paid fees have increasingly resulted in a lower burden of proof for medication approval, according to Public Citizen (a Ralph Nader spinoff). Don’t bite the hand that feeds you.

This latest NYT article and other mainstream media repetitions predictably provoked an outpouring of more than 10,000 comments calling Kennedy “a lunatic” and “a present danger to our health.”

This is but a continuation of a slew of NYT articles seeking to falsely link Kennedy to the misleading position that he wants to ban the polio vaccine and all other vaccines.

Millions of people worldwide reading these headlines and other anti-Kennedy articles – echoed by much of the mainstream media – would naturally conclude that Kennedy’s policies would bring on a horrific trail of death akin to genocide.

Kennedy himself has said, “If I believed everything I read about myself in the mainstream media, I would think I was a madman.”

Aaron Siri, the lawyer in question, called the headline “hysterical and an absolute lie” and said that his petition did not ask the FDA to revoke the approval of “the polio vaccine” or any other vaccine.

He accused the Times and other mainstream media of “deliberately stoking fear and outrage about vaccines in an attempt to derail Donald Trump’s nomination” of Kennedy for secretary of the U.S. Department of Health and Human Services.

The NYT article falsely suggested that Siri (and, by implication Kennedy) sought to eliminate all polio vaccines. This damning and scandalous accusation spread to all the other media in the nation: The Washington Post, the AP, and all the legacy networks – without any independent checking.

Siri also says he does not question “The Polio Vaccine.” In fact, according to the World Health Organization, six licensed polio vaccines are used worldwide. Continuing debates among experts exist about which of the six is most efficacious and provides the most prevention.

Siri’s client is questioning only one of the six polio vaccines: a specific brand of the IPV injection, IPOL, licensed in 1990 by Sanofi. There are a handful of similar brands.

Siri’s petition claims that the IPOL brand was tested for only three days, and there were no controls before approval. According to the petition, a peer-reviewed study found discrepancies between the tested aluminum levels – scientifically proven dangerous – in this novel-formulated injected vaccine and the amounts listed on their FDA-approved labels.

IPOL is not one of the traditional polio vaccines that Jonas Salk, Albert Sabin, or Hilary Koprowski developed. It is the newest vaccine approved and may already be falling out of favor.

The IPOL brand was not double-blind tested. The original Salk vaccine was double-blind tested in a massive clinical trial in which 1.5 million schoolchildren were injected with either the polio vaccine or a placebo.

If they only skim the article, NYT readers will not realize the IPOL brand vaccine is not “the polio vaccine.” Moreover, the latest conclusions from the World Health Organization suggest that it is not even the recommended polio vaccine in many places.

After the Times’ piece about Siri was released online, the Times integrated an unrelated rant from Sen. Mitch McConnell, which blasted the idea of eradicating the polio vaccine as “specious disinformation” that will threaten the advancements of “lifesaving medical progress.”

This opinion by Sen. McConnell, a polio survivor, was used by the NYT to further prop up their misleading premise that Kennedy was seeking to do away with “the polio vaccine.”

A WHO report discusses the debate among experts about the various polio vaccines, which may provide a poetic resolution: A combination of both vaccines may be the most effective prevention.

So why is The New York Times, our most distinguished newspaper, abandoning the standards of balance, fairness, and accuracy it has championed for over a hundred years?

Their code of ethics explicitly states that the paper should not be a player in the field of politics.

But the Times must cater to its readers, who are 83% liberal and afflicted with a serious case of Trump Derangement Syndrome; hence, reporters and editors are naturally inclined to bash and misrepresent Trump and Kennedy.

Moreover, the Times seems to feel that any skepticism of vaccines or call for further study will lead to vaccine hesitancy. This is a strange position for a newspaper that vows to deliver “All the News That’s Fit to Print.”

It prefers to keep its readers in the dark.

They couldn’t defeat Trump at the ballot box, so now they are going after Kennedy via the printed word.

Of the more than 2000 reporters and editors who work at the Times, I have not heard of one who will admit to voting for Trump.

I was a reporter for The New York Times in the late 1970s and early 1980s, writing major front-page articles and magazine stories. You knew what to write about and how to frame articles to please the editors to make the front page – you didn’t have to be told. I was generally more leftish than my editors and tried to slip in small progressive nuggets that were perhaps a bit off-brand.

In 1981, I wrote a negative story about one of the Times’ oldest advertisers: Tiffany’s. The iconic jewelry store was getting a significant financial incentive from New York state for agreeing not to move to New Jersey. My editors moved the Tiffany piece, which should have been the lead, to the 17th paragraph. Deep inside the page, you had to hunt for it. I didn’t cause a fuss. At least it made the front page.

I have read the Times cover to cover for 70 years and still do.

But I always look for their agenda and try to extrapolate the nuggets of truth behind each story from the facts they deliberately omit or downplay. Often, the most relevant facts are hidden deep down in the articles.

The Times and much mainstream media have recently succumbed to political pressure. For example, 15 days before the 2020 presidential election, the New York Post published a story about Hunter Biden’s lost laptop.

The story, and the salacious facts revealed in it, might have critically cut into Joe Biden’s narrow victory over Donald Trump. However, the Times refused to report on the story even though the CIA had earlier authenticated the laptop. Moreover, the NYT gave substantial coverage and legitimacy to a letter signed by 51 former intelligence officials calling the Biden laptop a “Russian information operation.”

None of the intelligence officials had even reviewed the laptop’s contents. Recently, the Republican House Judiciary and Intelligence Committees uncovered evidence that then-Secretary of State Antony J. Blinken drafted the letter, which may have helped swing the 2020 election in Biden’s favor.

It took the Times 18 months to acknowledge that the laptop was authentic and that the letter debunking it was a campaign hoax.

Reporters at the Times generally don’t write the headlines to their stories, and I don’t think that reporters Christina Jewett and Sheryl Gay Stolberg wrote the misleading headline, but they certainly didn’t object to it. They mischaracterized the Siri petition to the FDA and neglected to mention that five other polio vaccines are being widely used. Clearly, they cherry-picked the facts and unfairly misquoted and mischaracterized Kennedy’s positions as part of a political agenda.

The goal of The New York Times is to cover the news as impartially as possible — “without fear or favor,” in the words of Adolph Ochs.

EU Debates Restarting Russian Gas Purchases As Part Of Ukraine Peace Deal

As fully expected, the EU is looking at options to restore Russian natural gas flowing into Europe (and even presumably via Ukraine), discussions which have of late taken on more urgency given Ukraine's front lines are collapsing and a deal to end the war is looking inevitable, but whether something takes shape sooner or later remains the big question.

EU officials are mulling resumption of purchases of Russian pipeline gas which could be part of any potential settlement to the war, Financial Times has reported, citing unnamed sources. The outlet stated that advocates of such a 'controversial' plan, which includes Hungarian and German leaders, state that this could be an underlying incentive to maintain peace - the stability of Europe's energy market.

"There is pressure from some big member states on energy prices and this is one way to bring those down, of course," one official told the FT. And separately a senior EU official acknowledged that "In the end, everybody wants lower energy costs."

But the mere suggestion of any such future large-scale return to natural gas in the EU is sure to trigger immense political backlash, which is more convenient for those currently benefiting from the current war time blockage in gas transfers and sanctions.

Pushback on the political front is going to be strong, and the argument will be made of 'appeasing Russia' and 'abandoning Ukraine' - and of allowing more revenue for Moscow's war machine. Per the FT:

Floating the resumption of pipeline sales from Russia has infuriated Brussels officials and diplomats from some eastern European countries, many of whom have spent the past three years working to reduce the amount of Russian energy being imported into the bloc. “It’s madness,” said one of the officials. “How stupid could we be to even think about that as an option?”

...Or they could just be looking out for the interests and energy needs of their own respective populations.

As for who is benefitting most from the current state of things as some EU states scramble to make up for depleted supply:

The revival of the debate on gas sales has unsettled some US LNG exporters seeking to sign long-term supply deals with European companies. They fear that any restart of Ukrainian transit could make their products uncompetitive, according to two of the officials.

Slovakia and Hungary are among those who continue to rely most heavily on continued Russian gas purchases, and have been resistant to the bloc's efforts at imposing diversification. To review:

Russia halted pipeline gas deliveries to Europe via Ukraine on Jan. 1 after Kyiv refused to renegotiate a transit agreement in response to Moscow’s full-scale invasion. Prior to the cutoff, the pipeline transported around 50% of Russia’s pipeline gas exports — mainly to Slovakia, Austria, Hungary and non-EU member Moldova.
Despite banning nearly all Russian pipeline gas and oil imports, the EU imported a record 17.8 million tons of liquefied natural gas (LNG) from Russia in 2024. The bloc has committed to phasing out Russian fossil fuel imports entirely by 2027.
While the EU banned Russian crude oil and coal following Moscow’s 2022 invasion of Ukraine, it has not yet imposed restrictions on Russian pipeline gas or LNG.

The biggest beneficiary of non-Russian LNG imports which have for the time being been fulling the supply gap, of course, the US which has seen its LNG exports to Europe soar since the Ukraine war and since either the US or Ukraine (or working in tandem) blew up the Nordstream pipeline, making (expensive) US sourced LNG one of the few realistic alternatives for Europe. In other words, Europe has gone from relying entirely on cheap Russian gas to relying entirely on expensive US LNG.

Poland Won't Send Troops To Belarus Or Ukraine Without Trump's Approval

Belarusian President Alexander Lukashenko, who was just re-elected on Sunday for his seventh term, warned about Poland’s alleged territorial plans for his country and Ukraine.

According to him, “Today you are eyeing western Belarus up to Minsk, you have already started talking about western Ukraine. You understand that you will not get an inch of territory from us. This is our territory.”

While Poland supports Ukraine against Russia and backs regime change in Belarus, it’s unlikely to send troops to either country.

Zelensky himself lamented last week that the Europeans won’t dispatch any peacekeepers to Ukraine like he demanded during his speech at Davos unless the US approves, let alone unilaterally launch a conventional military intervention in his support while the conflict remains ongoing. That’s because Russia earlier threatened to target any unauthorized foreign troops that enter Ukraine, which one of its senior diplomats just reaffirmed over the weekend amidst increased talk of this scenario.

Some Polish nationalists want to restore Warsaw’s Commonwealth-era control over parts of what’s nowadays Belarus, Ukraine, and Lithuania, but they’re a fringe minority, and the state has always sought to establish a sphere of political and economic influence instead of annex their lands. This has been Poland’s policy since 1991 after it accepted its post-World War II eastern borders, which took the form of bilateral cooperation, the Eastern Partnership, the Three Seas Initiative, and the Lublin Triangle.

The reasons were pragmatic since those modern-day countries’ historically indigenous Polish minorities were expelled and coerced to leave en masse after World War II. Additionally, Poland wanted to replicate interwar leader Jozef Pilsudski’s Intermarium policy of creating a buffer zone of subordinated states between it and Russia, which failed at the time due to the territorial compromise that ended the Polish-Bolshevik War (partitioning Belarus and Ukraine) and Lucjan Zeligowski’s (fake) mutiny over Vilnius.

Reviving territorial claims against those three – and especially without any significant Polish minority on the ground to back them up except in Belarus (though many there are considered to be “Sovietized Poles” who want to remain under Minsk’s writ) – would therefore once again ruin these plans. Poland’s hypothetical annexation of Western Ukraine would also radically reshape its demographics, lead to the inclusion of a large hostile minority within its borders, and spike the risk of interwar terrorism returning.

Western Ukraine was one of the cradles of Polish Civilization after many military, political, and artistic leaders came from there since it was incorporated into Poland in the mid-1300s, but Kiev already gave Poles visa-free privileges, so they can visit its historical sites without having to first annex them. The same goes for fellow EU member Lithuania and even Belarus, which also granted Poles visa-free privileges too, albeit for a lesser duration (90 days in a calendar year instead of 180 total days).

The socio-cultural motivation for annexing those countries’ territories where Poles were historically indigenous for centuries prior to the end of World War II is therefore neutralized, which pairs with the aforementioned political-strategic arguments against this for making such a scenario very unlikely. The contemporary military situation also precludes Poland unilaterally launching a conventional military intervention since it would be crushed by Russia unless the US promised to defend it per Article 5.

Therein lies the primary obstacle to the annexation scenarios that Lukashenko warned about since Trump is unlikely to extend such guarantees to allies’ troops in third countries who deploy there without his permission since he doesn’t want the US to get dragged into a war with Russia.

This means that even if Polish-backed militants destabilize Belarus like the latter claimed that it’s plotting to do late last year as explained here, it won’t be able to follow up by sending in what’s now NATO’s third-largest army.

For these reasons, while it’s true that “Poland pursues the most aggressive and bad policy against Belarus” exactly as Lukashenko said on Sunday, it’ll only send troops to there and/or Ukraine with Trump’s approval but he’s unlikely to greenlight this and Poland is even less likely to defy him. With this insight in mind, his remarks serve to raise awareness of the unconventional threat that Poland poses to Belarus and therefore by extension to Russia, but nobody should expect it to take a conventional form.

Les États-Unis doivent se rendre à l’évidence qu’ils ne sauront en mesure à écraser la concurrence venant de la part de la majorité mondiale non-occidentale. Cela concerne évidemment et aussi bien les processus en cours dans les sphères géopolitique comme géoéconomique, mais également technologique. Après tout il est aujourd’hui impossible à faire stopper l’ordre naturel des choses.

Le mythe de la prétendue supériorité de l’Occident sur le monde dans les cadres géopolitique et géoéconomique fait évidemment aujourd’hui de plus en plus partie du passé. L’avènement de l’ordre multipolaire international, la montée en puissance de la majorité mondiale non-occidentale, y compris en termes de puissance économique, la résistance à succès de la Russie face à plusieurs dizaines de régimes ennemis allant de la confrontation militaire jusqu’à l’économie encore une fois, et l’interaction active sino-russe ne sont que quelques éléments de l’ère contemporaine.

En ce qui concerne l’aspect technologique, ici aussi la minorité planétaire occidentale n’est plus en mesure à imposer sa domination. L’Opération militaire spéciale est la vive démonstration quant à la fin du mythe de l’omnipuissance de l’Occident dans la sphère militaire, mais également économique, à l’heure où les armements occidentaux les plus «sophistiqués» n’ont non seulement pas pris le dessus sur l’armement russe, mais au contraire ont permis à la Russie de trouver les remèdes à tous les défis lancés par l’axe otano-occidental. Quant à la sphère économique, les milliers de sanctions imposées de manière unilatérale par les régimes occidentaux n’ont non seulement pas mis comme l’espéraient les instigateurs la Russie à genoux, mais ont ouvert de nouvelles grandes opportunités de développement à l’État russe.

Du côté justement des technologies militaires, la Russie se trouve aujourd’hui en avance dans de nombreuses orientations clés de ce secteur. Le cas du missile balistique russe de portée intermédiaire (IRBM, en jargon militaire), Oreshnik («noisetier», en russe), en représente l’un des exemples. En parlant justement des technologies hypersoniques, les États-Unis sont forcés aujourd’hui à admettre leur retard dans ce domaine. Au point pour l’actuel président étasunien Trump d’accuser la Russie d’avoir «volé» cette technologie aux USA, durant l’administration Obama.

Évidemment, Trump n’a pas pu dans le cadre de cette version anecdotique à pouvoir expliquer pourquoi Washington n’a pas été en mesure à pouvoir développer lui-même et depuis toutes ces années cette technologie à un niveau ne serait-ce que comparable à celui de la Russie. Il est en effet toujours très difficile, surtout dans la mentalité occidentale, à devoir tout simplement reconnaitre le génie des cerveaux de l’adversaire.

Quant à la concurrence technologique dans un cadre civil ou du moins relativement civil, il faudrait rappeler que l’actuel président étasunien avait récemment déclaré vouloir faire des USA la «capitale» de la cryptomonnaie et de l’intelligence artificielle. Cela est compréhensible, dans le premier cas il ne s’agit ni plus ni moins que d’une nouvelle tentative étasunienne à vouloir contrôler les flux financiers internationaux, à l’heure où le dollar continue de perdre la confiance de la majorité mondiale, et au moment où les nations des BRICS et du Sud global privilégient chaque jour un peu plus les paiements des échanges en monnaies nationales. Et sachant que les échanges en cryptomonnaie prennent également de l’ampleur à l’échelle mondiale, avec de très grandes difficultés pour les États à pouvoir contrôler ce flux, la volonté du régime étasunien devient parfaitement claire.

Idem pour ce qui est de l’intelligence artificielle, considérée comme une orientation stratégique de notre ère contemporaine. Et si les structures US pensaient effectivement avoir pris une avance dans ce secteur, désormais elles se retrouvent sous une onde de choc. En effet, une start-up chinoise, DeepSeek, est venue bousculer l’hégémonie de l’IA américaine en présentant un robot conversationnel capable de concurrencer ChatGPT de l’étasunien Open AI, et ce pour beaucoup moins cher, admettent y compris plusieurs instruments médiatiques occidentaux.

Tout en notant que l’effet immédiat a été tel, qu’il a entraîné une chute des valeurs américaines, européennes et asiatiques liées à l’IA. En bref, un autre exemple de la fin de la domination occidentale dans la sphère stratégique des nouvelles technologies. Évidemment, la bataille ne fait que commencer, mais il est d’ores et déjà possible de dire que les USA, et encore plus l’Europe bruxelloise, feront face à de nombreuses difficultés face à leurs concurrents chinois et issus de la majorité mondiale non-occidentale.

D’un autre côté, la libre concurrence n’est-elle pas la notion que les Occidentaux avaient si activement promu du moment que cela servait leurs intérêts ? Aujourd’hui, les mêmes devront apprendre qu’ils ne peuvent interdire aux cerveaux de la majorité mondiale à avoir le succès et la reconnaissance qu’ils méritent. Tout comme les USA et le petit monde occidental de manière générale ne sont pas en mesure à pouvoir imposer une quelconque domination technologique. Le temps du diktat est bel et bien terminé. Bienvenue dans la réalité multipolaire. Une réalité que les régimes de la minorité planétaire ont tellement de mal à pouvoir accepter et ce refus ne fait que les pénaliser encore plus. Pour le plus grand bonheur de la majorité mondiale.

Il y a quelques jours, l’administration Trump a mis un terme à l’aide étrangère pendant 90 jours :

«Le mémo de vendredi a choqué les groupes humanitaires et les communautés qui mènent des actions d’aide au développement à travers le monde. Si la portée de la directive semble considérable, des incertitudes subsistent quant à la manière dont elle sera mise en œuvre.

La note de samedi n’a apporté qu’une clarté partielle.

La suspension des dépenses d’aide étrangère signifie «un arrêt complet». Les seules exceptions concernent l’aide alimentaire humanitaire d’urgence et le retour des fonctionnaires sur leur lieu d’affectation. Les dérogations autorisant la livraison de denrées alimentaires d’urgence pendant la période d’examen nécessiteront «des informations et des justifications détaillées». (…)

L’USAID a commencé à envoyer un avis aux entrepreneurs leur ordonnant de «délivrer immédiatement des ordres d’arrêt de travail» et de «modifier ou suspendre les contrats existants»».

L’USAID et d’autres entités du gouvernement américain financent un large éventail de causes. Certaines sont sans doute humanitaires et doivent être poursuivies :

• Le décret de Trump devrait interrompre la fourniture de médicaments contre le VIH et le paludisme aux pays pauvres dans le cadre du gel de l’aide, selon des sources – NY Post, 28 janvier 2025

D’autres, en revanche, ne le sont pas.

Dans de nombreux cas, l’aide étrangère est utilisée pour transposer des causes idéologiques américaines dans des sociétés étrangères et/ou pour les manipuler afin qu’elles favorisent les intérêts américains. Cela se cache souvent sous le concept trompeur de «société civile» en tant que «troisième secteur» distinct des gouvernements et des entreprises. Les États-Unis, par l’intermédiaire de l’USAID et d’autres entités similaires, paient des organisations non gouvernementales (ONG) étrangères, ainsi que des médias étrangers, pour faire pression sur les gouvernements étrangers afin qu’ils adoptent des politiques conformes aux intérêts américains.

Dans un certain nombre de pays, l’arrêt de cette «aide» a eu des effets immédiats :

«Plusieurs grands médias ukrainiens ont demandé à leurs lecteurs un soutien financier en raison de la suspension des programmes de subventions américains par le nouveau président, Donald Trump.

C’est notamment ce que rapportent directement Hromadske et Bihus.Info.

«Certains des projets que nous mettons en œuvre grâce à des subventions sont temporairement arrêtés. C’est pourquoi nous avons particulièrement besoin du soutien de chacun d’entre vous», écrit Hromadske. (…)

Ukrayinska Pravda et Detektor Media ont également demandé des dons, mais n’ont pas cité directement la raison de cette suspension des projets de l’USAID».

Les États-Unis possèdent pratiquement toute la scène médiatique ukrainienne :

«Environ 90% des médias ukrainiens sont devenus dépendants des subventions américaines depuis le déclenchement d’une guerre à grande échelle.

C’est ce qu’a déclaré à la radio publique Oksana Romanyuk, directrice de l’Institut de l’information de masse, qui bénéficie également de subventions étrangères. (…)

L’analyste politique Kostya Bondarenko a répondu à cette déclaration avec ironie sur sa chaîne Telegram, mettant en doute le manque d’engagement de la presse.

«Près de 90% des médias ukrainiens ont survécu grâce aux subventions», déclare Oksana Romanyuk, directrice de l’Institut de l’information de masse. Je le traduis dans un langage normal : 90% des médias ukrainiens ont été contrôlés par l’Occident grâce à des subventions. Indépendance des médias et liberté d’expression, dites-vous ? – a écrit Bondarenko».

Les dizaines de médias «indépendants» financés par les États-Unis et favorables à la guerre en Ukraine ne sont que quelques-uns des 112 projets officiels de l’USAID en Ukraine :

«Il y a 112 projets en Ukraine de l’Agence américaine pour le développement international (USAID), leur financement atteint un total de 7 milliards de dollars.

Ces données ont été fournies par le député Maryan Zablotsky sur sa page Facebook. (…) En particulier, sur trois ans, 297 millions de dollars ont été alloués aux activités suivantes :

soutien à la création d’un talk-show appelé «Ebout» sur YouTube ;
soutien au groupe de musique TVORCHI pour la création de la chanson «At Once» et l’organisation de concerts ;
L’organisation Zminy (également connue sous le nom de Don’t Take Fake, ou DTF) organise un camp de musiciens électroniques ;
création d’une peinture murale et d’une série d’événements culturels par CUKR ;
la productrice Tatiana Postavna et le chanteur Vladimir Dantes ont créé une émission de téléréalité sur la restauration des espaces culturels dans les zones de peuplement de première ligne ;
diffusion de la première série du projet «College Check» ;
lancement de la deuxième saison du projet «Palais ukrainiens. Golden Day».

«Il existe des dizaines de projets de ce type – peut-être que quelqu’un en a besoin. Mais je ne comprends pas très bien pourquoi les contribuables américains devraient faire cela. Et pourquoi ne demandons-nous pas des fonds pour quelque chose de manifestement plus nécessaire ?» s’est demandé Zablotsky».

Les projets de l’USAID en Ukraine (et ailleurs) comprennent notamment la promotion de l’idéologie néonazie :

«Un activiste lié aux néo-nazis tweete que les podcasts avec le leader du néo-nazi C14 en Ukraine s’arrêteraient également en raison de la suspension du financement de l’USAID par Trump».

Certains prétendent que les fonds étrangers n’influencent pas le contenu produit :

«Il est compréhensible de se méfier de l’argent étranger qui finance le journalisme ukrainien, mais il n’y a pas d’agenda caché derrière cela. Il ne s’agit pas de contrôler les médias ou de promouvoir des récits spécifiques, ce qui est plus courant pour les acteurs nationaux. Les organisations qui accordent des subventions étrangères ne disent pas aux médias ce qu’ils doivent écrire et n’ordonnent pas aux journalistes de soutenir ou d’attaquer des politiques ou des personnalités particulières. C’est ce que font les oligarques locaux».

Le Washington Post a récemment démontré que la propriété oligarchique des médias influençait en fait leur contenu par le biais du contrôle des rédacteurs en chef. La dépendance à l’égard de l’aide étrangère crée des voies similaires.

Comme l’explique Alexey Arestoivich, ancien conseiller de l’ancien président de l’Ukraine :

««Près de 90% des médias ukrainiens ont survécu grâce à des subventions», déclare Oksana Romanyuk, directrice de l’Institut de l’information de masse.

En fait, cela s’appelle une «occupation intellectuelle». (…) Les sciences humaines et les médias nationaux ont été interceptés et mis sous contrôle dans les années 90, et c’est le secret qui explique pourquoi, au lieu d’une grande symphonie multiculturelle de l’Ukraine, les «humanitaires» ont commencé à construire ici une pirogue de l’UPA de la taille du plus grand pays d’Europe.

C’est l’une des principales raisons du début de la guerre.

Car lorsque l’administration Biden a eu besoin d’acheter l’Ukraine pour contenir la Russie, elle n’a pas eu à faire beaucoup d’efforts, tout avait déjà été acheté depuis longtemps».

L’Ukraine n’est certainement pas le seul pays concerné :

«L’un des plus grands médias d’opposition hongrois est contrarié par l’ordre exécutif de Trump qui interrompt l’aide étrangère américaine pendant 90 jours, car la presse «indépendante» hongroise risque de perdre des millions de forints de financement. C’est à se demander jusqu’à quel point on peut être indépendant lorsqu’on dépend du financement d’un autre gouvernement».

Le gouvernement ukrainien voit dans la perte des fonds américains destinés aux médias ukrainiens une occasion d’en prendre le contrôle à peu de frais :

«Le Bureau du président a l’intention de prendre en charge la gestion des organismes de subvention en Ukraine, dont le financement américain a été gelé par le président américain Donald Trump.

C’est ce qui ressort de l’allocution prononcée hier par Volodymyr Zelensky.

Selon lui, le gouvernement commencera à financer les projets et les organisations non gouvernementales qu’il considère comme essentiels. Ce processus sera supervisé par le chef adjoint du bureau présidentiel Alexey Kuleba».

L’arrêt du financement par les États-Unis des opérations des ONG étrangères démontre l’influence profonde qu’elles exercent. Cela démontre l’importance d’avoir des lois qui interdisent le parrainage étranger (et de l’État) des médias locaux et des entités de la «société civile».
